The General Assembly of the Confederation shall meet
at least once every three years.
Delegates to the General Assembly of the Confederation
shall be elected according to quotas of each member of the Confederation,
approved by the Supreme Coordination Council no later than 2 months prior to
the relevant Assembly of the Confederation.
Each delegate to the General Assembly of the
Confederation has one vote at the meeting of the General Assembly of the
Confederation.
The General Assembly of the Confederation is
authorized to take decisions if not less than two-thirds of the elected
delegates registered to the General Assembly of the Confederation.
Notification of the General Assembly of the
Confederation is sent to each member of the Confederation by registered mail no
later than one month before the next General Assembly of the Confederation, or
no later than two weeks before the Extraordinary General Assembly of the
Confederation.
Mail notification may be replaced by electronic and
(or) printed notification of the General Assembly via mass media no later than
six weeks before the General Assembly of the Confederation.
The General Assembly of the Confederation shall be
convened by decision of the Supreme Coordination Council.
If the Supreme Coordination Council did not convene
the General Assembly in the manner and terms prescribed by the Charter, the
General Assembly of the Confederation may be convened by joint decision of not
less than one-third of all members of the Confederation. Organizing committee
is established for the convening of the General Assembly of the Confederation.
Extraordinary General Assembly of the Confederation
shall be convened:
- By the
decision of the Supreme Coordination Council,
- At the
request of the Chairman of the Confederation,
- At the
request of the Chairman of the Supreme Coordination Council,
- At the
request of the Audit Commission,
- At the
request of not less than one third of the members of the Confederation,
- At the
request of authorized bodies of Government in the manner prescribed by law.
Body convened the General Assembly of the
Confederation approve its agenda.
The General Assembly of the Confederation has no right
to take decisions on matters not listed in its agenda.
The competences of the General Assembly of the
Confederation are:
- Approval
of the name and the Charter of the Confederation;
- Election
and recall of members of the Supreme Coordination Council,
- Election
and recall of members of the Audit Commission,
- Entering amendments
and (or) additions into the Charter,
- Decision
on reorganization or liquidation of the Confederation, except as otherwise
provided by law;
- Adoption
of other decisions which are binding for all bodies and members of the
Confederation.
The General Assembly of the Confederation is led by
the Chairman of the Confederation.
All decisions
of the General Assembly of the Confederation shall be taken by vote. The
decision is considered adopted if it received the majority of votes.
The decision on the reorganization or liquidation of
the Confederation is considered adopted if it received no less than ¾ of votes.
